Meet the Staff of Louisville Downtown Partnership


We are researchers, planners, and strategists with talents focused on sustainability, environmental and community experiences in Downtown Louisville. We are here to promote, analyze, coordinate, create, and welcome.

LDP Staff

Rebecca FleischakerExecutive Director

Rebecca joined LDP as its Executive Director in December 2021. She began her career in public service in Washington D.C. for the U.S. Senate Select Committee on Ethics. After returning to Louisville, Rebecca served the city of Louisville for nearly 22 years, starting in the Mayor’s Press Office in 2000 and most recently was Co-Chief of Louisville Forward. Rebecca’s experience in economic development and knowing her way around the city’s agencies will help guide LDP’s mission of promoting the redevelopment, vitality, and economic growth of the Louisville downtown area. Rebecca holds a Master of Public Administration from the Martin School of Public Policy and Administration at the University of Kentucky and a Bachelor of Arts Degree in Psychology from Miami University.

James R. Baines, Jr.Deputy Director of Research

Jim has worked for several variations of LDP since 1985. To assist developers and benefit Economic Development Downtown, Jim provides analytic research data on current market conditions and historical trends for Downtown Louisville.

Frank KalmbachDirector of Finance & Operations

Frank provides financial analysis, oversees the DHA and DCLF loan funds, and oversight for LDP and engages with the LDMD and LDDC Boards of Directors on all financial matters. He also oversees Operations to ensure that the LDP team, stakeholders and community partners have the resources they need to keep Downtown safe, clean and flourishing.

Leslie ProasiOffice Manager / Board Liaison

Leslie manages the daily office administrative and financial tasks and serves as liaison to the various Boards within the Partnership. She is the point of contact for general organization questions, routine accounting matters and Board related matters.

Ken HerndonPlacemaking Manager

Ken was with Louisville Downtown Management District from 2007-2019, and joined LDP again in 2022. He is responsible for beautification programs, including flower pots and tree well plantings, public art, and any special projects that help create a welcoming atmosphere in the busiest square mile in Kentucky.

Bryn AlstonMarketing and Communications Specialist

Bryn handles LDP’s information output, press releases and media requests, social media content creation, and assists in advertising efforts. She tells the story of Louisville and promotes a positive image of our partnership through media platforms.

Mya ToddAdministrative Assistant

Mya provides administrative support to the executive director, Rebecca Fleischaker, and assists with day-to-day tasks within the LDP office. She currently attends the University of Louisville and is working towards her Bachelor of Arts in Political Science.
