Rebecca FleischakerExecutive Director
As Executive Director, Rebecca oversees the operations of the Business Improvement District (BID) creating a safe and clean downtown, as well as facilitates economic growth and vitality for all stakeholders through strategies that enhance Downtown Louisville, support employment and job creation, and improve the overall experience of Downtown.Rebecca began her career in public service in Washington D.C. for the U.S. Senate Select Committee on Ethics. After returning to Louisville, Rebecca served the city of Louisville for nearly 22 years, starting in the Mayor’s Press Office in 2000 and ended as Co-Chief of Louisville Forward, the city’s economic and community development agency.
Rebecca holds a Master of Public Administration from the Martin School of Public Policy and Administration at the University of Kentucky and a Bachelor of Arts Degree in Psychology from Miami University (OH).

Jessica WethingtonDeputy Director
Jessica Wethington joins Louisville Downtown Partnership with more than a decade of public service with Louisville Metro Government where she served in a variety of roles including Mayor Greg Fischer’s director of communications, and in communications for Economic Development, Planning and Zoning, Codes and Regulations, and most recently, Emergency Management. As Deputy Director, she will lead the implementation of the 2024 Downtown Strategy and lead business outreach and other stakeholder efforts.
James R. Baines, Jr.Director of Research
Jim has worked for several iterations of LDP since 1985. To assist developers and benefit Economic Development Downtown, Jim provides research data on current market conditions and historical trends for Downtown Louisville.
Frank KalmbachDirector of Finance & Operations
Frank provides financial analysis, oversees the Housing and Commercial Development loan funds, and oversight for LDP and engages with the LDMD and DDC Boards of Directors on all financial matters. He also oversees Operations to ensure that the LDP team, stakeholders and community partners have the resources they need to keep Downtown safe, clean and flourishing.
Leslie ProasiOffice Manager
Leslie manages the daily office administrative and financial tasks and serves as liaison to the Boards within the Partnership. She is the point of contact for general organization questions, routine accounting matters and Board related matters.
Bryn AlstonMarketing and Communications Manager
Bryn handles LDP’s information output, press releases and media requests, social media content creation, and assists in advertising efforts. She coordinates the design of promotional material for the partnership and tells the story of Downtown Louisville by promoting our services, events, and mission.
Jenny CutshawPlacemaking Manager
Jenny oversees LDP's placemaking initiatives, including CitySpots and various street art programs. She collaborates with property owners, business owners, community artists, designers, and manufacturers to transform underutilized spaces into vibrant, engaging community areas. Her role focuses on enhancing Downtown's aesthetic and functional appeal through strategic placemaking interventions.
Sydney GiraultAdministrative Assistant
Sydney provides administrative support to the LDP team. She helps to facilitate the day-to-day functions of the partnership by serving as the front office point of contact, managing phone administration, scheduling meetings, and handling various daily office and administrative needs.Louisville Downtown Partnership's Contractors

Destiny MosleyOperations Manager
Destiny is the Operations Manager for the Louisville Downtown Partnership Ambassador Program, leading daily execution, program growth, and ambassador engagement to ensure smooth operations and measurable impact in our community to actively enhance the Downtown experience.
