Continued lane closures needed for expansion joint repair
The Kentucky Transportation Cabinet (KYTC) advises motorists of the continued closure of the three left lanes of the I-65 Kennedy Bridge in Louisville.
In June, a KYTC crew and bridge inspectors from a consultant engineering firm inspected and performed preventative maintenance work on the bridge. During the inspection, it was discovered that bolts holding down the top and bottom plates of the expansion joint were damaged beyond use. Consequently, the joint is no longer functioning as intended and is not suitable for live traffic until crews can effectively reassemble and re-secure the loose finger joint plates with new custom bolts.
KYTC worked with a local vendor to requisition approximately 200 custom-made, high-strength, pre-tension steel bolts. Crews are waiting for the bolts to be manufactured and delivered. When the new bolts arrive, the repair crew will be immediately mobilized to complete the specialized repair. The bridge deck will be test-drilled next week to help determine time required to complete the repair.
The lane closures, beginning at mile marker 137.1 near the Indiana approach, will be in place until further notice until a repair can be completed. Expansion joints allow the bridge to expand and contract with temperature. The structural integrity of the bridge is not affected by the joint, and lanes will remain closed to avoid damage to vehicles traveling over the bridge.
The date and duration of this work may be adjusted if inclement weather or other unforeseen delays occur. FRIDAY, OCTOBER 11, 2019 – MONDAY, OCTOBER 14, 2019
Interstate ramp improvements affecting I-71, I-65, and I-64 to begin Friday, October 11.
The Kentucky Transportation Cabinet (KYTC) advises motorists of the closure of multiple interstate ramps in Downtown Louisville from 9 p.m. Friday, Oct. 11 until 5 a.m. Monday, Oct. 14. Ramps to be closed include:
- I-71 South to I-65 South
- I-71 South to I-65 North
- I-64 West to I-65 South
Closure of the ramps is necessary to perform partial pavement resurfacing, in addition to signing and pavement marking modifications, in the area locally known as “Spaghetti Junction”. Resurfacing will repair damaged pavement through the curve to I-65 South and remove the existing markings. As part of the project, new pavement markings will be installed in a modified configuration, along with new overhead signs designed to supplement the revised markings. New advance curve warning and chevron signs will also be installed through the curve to better alert drivers to the roadway’s alignment.
Following the opening of the ramps, I-71 South traffic is advised to take note of the new overhead panel signs and lane markings to ensure they are in the correct lane to I-65 North and South. Following the modifications, the left lane will become an exit only to I-65 North (Indianapolis), and the right lane will be designated as an exit only to I-65 South (Nashville).
During the ramp closures, signed detours will be in place at I-264 for both I-71 South and I-64 West, directing all drivers to connect with I-65 near the airport via I-264 West. Drivers are encouraged to follow the message boards and signed detour, or seek an alternate route. Motorists should anticipate slowed or stopped traffic and possible delays in the area of the closures and detour routes.
The date and duration of this work may be adjusted if inclement weather or other unforeseen delays occur. Visit goky.ky.gov for the latest in traffic and travel information in Kentucky. Lane closures on E Broadway and S Preston Street due to sewer collapse.
LOUISVILLE, KY – Work is underway to repair a broken sewer pipe that runs under the middle lanes of Broadway at South Preston Street. This three-layer brick sewer installed in 1866, has experienced similar failures in different locations as recently as 2015, 2014 and 2009. The five center lanes of Broadway have been blocked to traffic, leaving one eastbound and one westbound lane open in the area.
There is no disruption of sewer service in the area during the repair.
After 152 years of service, the bricks that form this pipe began to unravel at a joint where another repair was made in 1989. The small breaks in the joint, together with heavy rain, caused a large void, or open space, under the pavement. The void is approximately 10-feet by 15-feet and 8-feet deep. No injuries have been reported.
The work is complicated by the location of two large water pipes in the area. Precautions are underway to protect those water pipes during the sewer line repair work. There is no estimate on a completion date at this time.
Background
MSD maintains more than 3,300 miles of sewer lines – enough to stretch from California to Maine, and many dating back 75 years or more. In the past 12 months, MSD has responded to more than 1,100 cave-ins across the community, including recent collapses of a stone sewer at 2nd and Main Streets and a brick sewer at Liberty
Street between East Chestnut and Baxter Avenue, both more than 150 years old.To view a map of cave-ins over the past year, visit: LouisvilleMSD.org/prevent-collapsing-sewers.

FROM JUNE 18 TO MID-JULY
4th Street south of River Road will be closed due to MSD sewer repair work beginning on Monday, June 18 for approximately one month. River Road will remain open. This closure will not impact the Galt House turnabout.
Innovative approach to repair one of city’s largest sewer lines will reduce impact to downtown business and tourist area
60-year-old sewer line under Main Street experienced cave-in last yearLOUISVILLE, KY – MSD has developed an innovative approach to repair a major downtown sewer pipe at risk of a cave-in. The repair plan will largely occur underground and prevent closing and excavating sections of West Main Street, a busy commercial and tourism corridor.Video and laser inspections earlier this year revealed structural damage to a section of the 60-year-old pipe underneath West Main Street between 4th and 7th streets. The damaged sewer pipe is one of the city’s largest, carrying approximately 40 percent of Louisville’s wastewater flow. Known as the Ohio River Interceptor, the pipe carries wastewater to MSD’s Morris Forman Water Quality Treatment Center so that it can be treated before being released into the river.
‘Pump-around’ will allow workers to enter pipe and repair from within
The $20 million repair project involves MSD building a temporary “pump-around” system to remove wastewater flow from the damaged section of pipe, so that workers can go underground and make repairs from within the 7-foot wide pipe. Workers will enter the pipe through small existing hatches in the pavement at 4th and Main streets. The interior of the pipe will be lined with corrosion-resistant PVC panels fit together by hand and sealed to the unique shape of the pipe itself – essentially creating a sturdy new pipe inside the damaged pipe. This will eliminate the need to close and excavate Main Street. There will be some detours and lane reductions to accommodate the repair and the pump-around for the wastewater.
FROM JUNE 18, 2018 TO MID JULY
A section of 4th Street just south of River Road will be closed to allow for the construction of a temporary pump station to move wastewater out of the damaged portion of the Ohio River Interceptor. Drivers can use 3rd, 6th, or 7th streets to connect to and from River Road, which remains open.
FROM JULY 9, 2018 THROUGH PROJECTS COMPLETION
There will be lane reductions and traffic flow changes at the intersections of 4th and Main streets and 4th Street and River Road in order to provide space for contractors to safely complete the work, while maintaining vehicle and pedestrian traffic. One lane of Ninth Street — the drop-off lane — will also close between Main and West Washington streets, while a section of West Washington closes at Ninth street. Construction is anticipated through November.
- Parking lanes on the south side of Main Street between 4th and 7th streets remain closed to protect the public through the project’s completion at this time. These lanes have been closed since March to allow MSD crews to continually monitor the pavement for signs of cave-in and will allow space for MSD to safely complete the repair. As the repair progresses, these parking lanes will be reopened to traffic.
- There may be other minor lane reductions throughout the project area conducted during the overnight hours to minimize traffic and pedestrian disruption.
CAVE-INS RESULT FROM CORROSION OF PIPE INTERIOR
Following the prior cave-in of the Ohio River Interceptor at Main and Hancock streets, MSD conducted extensive video and laser inspections of the pipe, to allow engineers to analyze the pipe without having to empty it. The inspection revealed that some of the concrete and rebar in the 4th to 7th street section had worn away due to corrosion caused by sewer gases, reducing the structural integrity of the pipe.
The Ohio River Interceptor runs under Main Street from the Butchertown area in the east to I-264 in the west, it then turns southwest to MSD’s Morris Forman Water Quality Treatment Center. The pipe ranges in size from 60- to 186-inches in diameter and is approximately 25-feet deep. It was constructed of concrete with two layers of rebar in the 1950s.
MSD maintains more than 3,300 MSD miles of sewer lines – enough to stretch from California to Maine, and many dating back 75 years or more. In the past 12 months, MSD has responded to more than 1,100 cave-ins across the community, including recent collapses of a stone sewer at 2nd and Main streets and a brick sewer at Liberty Street between East Chestnut and Baxter Avenue, both more than 150 years old. Major sewer pipe on Main Street requires repair and indefinite closure of the south side parking lane and about four-feet of sidewalk between Fourth and Seventh Streets.
For more information visit:
http://louisvillemsd.org/westmainrepairA Letter to the Downtown Community From MSD:
Major sewer pipe on Main Street requires repair and closure of the south side parking lane and about four-feet of sidewalk between Fourth and Seventh streets.
The south side parking lane on Main Street in front of the PNC Tower has been closed to traffic since March 2, 2018. I want you to understand the reason behind the decision to not only keep that area closed but to expand the closure to Seventh Street. We realize these closures are disruptive, and do not make this decision lightly, as this area is the heart of our city’s business, entertainment and tourism districts. However, public safety clearly must be our top priority.
The damaged 84-inch diameter sewer pipe, which is about 60 years old, carries approximately 40 percent of the wastewater flow generated in Louisville Metro. This pipe runs under the south side parking lane on Main Street, between Fourth and Seventh streets. Expert inspectors are concerned that corrosion caused by sewer gases in the pipe could cause a cave-in in that area.
MSD commissioned an inspection of this pipe — called the Ohio River Interceptor — in November 2017 and used technology that allows engineers to analyze the pipe without having to empty it. The resulting March 1, 2018, report revealed that some of the concrete and rebar pipe was wearing away, especially in the section of the sewer main between Fourth and Fifth streets. We then asked two additional outside engineering firms, with experts in large sewer pipe rehabilitation, to independently review the inspection report. Both expert firms confirmed the damage and potential risks of the pipe and expanded the area of urgency to include Fourth to Seventh streets.
We are now working with consultants on repair options and timelines, while also working closely with other utilities and Louisville Metro to evaluate any other risks and ensure public safety.
Until the repairs are complete, MSD will close the south side parking lane and about four-feet of sidewalk between Fourth and Seventh streets and is monitoring the area on a daily basis for any signs of collapse. The closures reflect safety concerns by both MSD and Louisville Metro government.
We will keep you informed as plans develop. You may visit our website at LouisvilleMSD.org/WestMainRepair for developing information.
The Ohio River Interceptor is one of the hundreds of projects identified in MSD’s Critical Repair & Reinvestment Plan. The Plan includes funding to rehabilitate major sewer lines within the service area, including this interceptor.
